Subtitles are playing ‘catch up’ on video on demand services

The way we watch television content has been transformed over recent years. We don’t need to watch TV when it’s broadcast; we can use ‘catch-up’ and Video on Demand (VOD) services, whether it’s on a traditional telly or a device such as a tablet or mobile.

But people with hearing loss are being largely excluded from these new ways of watching TV. The provision of subtitles hasn’t kept up with technological developments, and while broadcasters are required to meet quotas for subtitles on their traditional television channels, as yet there are no such quotas for VOD services.
