Franklin County judge favors recordings over court reporters

Judge Ted Barrows spent several years convincing a majority of his colleagues on the Franklin County Municipal Court bench that an audio-video-recording system should be installed in every courtroom.

Such a system, Barrows reasoned, would allow much of the court’s business to be recorded without the use of court reporters, who sit in courtrooms and transcribe the proceedings by typing on a stenotype shorthand machine.

Now, with the digital-recording equipment installed in the courtrooms of all 15 judges, most aren’t using it, he said.
